Tortugas is kind of a crazy spot. Very wealthy town by the look of it, but pretty small. It has a giant and pristine Pemex. it had one of the nicer grocers I've seen in all of baja. I didn't catch any fish, but it looked fishy- huge kelp forests with very clear water and a lot of fishermen boating around. I camped, so I don't know about the accomodations.
Asuncion has the basics too, although its a bit more run down.
