Question: Can a visitor to Baja pay the fee for a tourist card at the immigration office now, or must they still go to a local bank, pay the fee and return to the immigration office?

You still have to go to a bank to pay the fee. The immigration office and bank is open 24 hours at Tijuana crossing.

Can you tell me where you got the info re: 7 days? Everything I pull up continues to state entry to Mexico is free only for 72 hours and if you are not venturing south of Ensenada.
