Consider Rosarito Beach as a possibility. It's 30 min. from the U.S. border, which is helpful for health care. You can buy absolutely beautiful ocean front properties for way, way less than you have indicated you have to spend.
I forgot to say that you should consider only gated/guarded communities. Unfortunately, theft is a problem. We chose a 2000 sq. foot condo because of the security, and after being here as long as we have, we don't regret that decision. In our complex, condos range from 2,000 sq. feet to 3,500 sq. feet; penthouses are larger than that, of course. There are also villas in our community, and they are, of course, just as secure as the condos.
