Since Todos Santos is on the Pacific side of the baja directly across from La Paz, how do you get to Todos Santos from La Paz and how much does that transportation cost one way?

You can take an Aguilar bus right into Todos Santos from La Paz. Cost? Between 50 and 70 pesos each way. Nice buses too.
