Just made the trip from San Diego to La Paz last weekend in an RV. It was raining at the time, so there were some flooded areas in Ensenada (city) and a bit south.
The two bridges are still out, but the side pass is well cleared, and traffic is moving quickly. There were no holdups anywhere along our route, and the roads were *empty*.
Bring an extra fuel can, (especially if you need diesel) because some of the stations were not well stocked, and in some places had government inspection stickers on them saying the pumps were out of order. When I asked an attendant why, he said there was water in the tanks, so, just be prepared.
