We live in Rosarito most of the year, as do many of our friends. We feel safe. Stay out of the kinds of places you wouldn't go in the U.S., and you'll be fine. Don't get into isolated situations; don't drive late at night (1:00-4:00 a.m.). Those behaviors aren't safe anywhere. On the latest FBI ranking of cities, New Orleans has a murder rate of 43.5 per 100,000 people. Washington, D.C. is over 35 per 100,000 people. Tijuana is around 23 per 100,000 people. Obviously, 23 isn't great, but keep it in perspective: you'd go to New Orleans or Washington, D.C.--enjoy Mexico and be aware of your surroundings.
